black screen new gpu

i have a dell 5820 im trying to put a new gpu card in but i dont get a splash screen
Did you check the most common issues?
*check if the PCIE power cable is connected
*Make sure the card is slotted in?
*check the video cable between the monitor and card (did the cable work before?)
for reference, which card is it? There were some cards that's incompatible with some systems...
