Yes, using a power distribution card from the T5600 will give you the option to connect power to the 3070 card. But you will have one cable standard 8-pin, the second cable will need to be made (redone). This cable goes from powering the second processor to powering the card. All you need to do is to cut the yellow and black wires accordingly.

It just so happens that I'm changing my computer... I'm sorry I'm betraying you)) but I did some tests to compare the performance of my new system with the old one. The video card remains old, a new Ryzen 5600X computer
As you can see, the difference in 3DMark tests is small, even minimal.

I prefer not to cut/splice any wires. There is not a cable you can purchase that will just work from EPS 8 pin to pcie 8 pin. But if you have 1 CPU harness and one GPU harness you can build one. I have this tool kit to pull the pins out of the housings to make what I need. I plan on getting a mini fit Jr. Crimp tool in the future so I can customize the length that I need. Good afternoon I have a Dell T3610. I bought a 5600 power distribution board like this 0CVHT6, as it was written here, and I want to connect a geforce GTX1080i. but when the cable is plugged into the PCU2 slot on the station, 1.3 lights up and flashes orange. Help me with advice on what I'm doing wrong. Interestingly, I don't even plug the plug into the video card.Thank you waiting for an answer. Power supply D685ef-00

first of all, please show a photo of the cable you are using (as was said above - the cable must be made accordingly). Second, check if the other cables are well connected. if possible, take a photo of this board.

Yes, I have the wrong cable. I haven't had a chance to try it yet, but I'll make a cable and try it. If it doesn’t work out, I’ll ask further and take a photo. Thanks for answering.
