Thank you both stormsonweathers and frankr2994 for your respones and patience. I believe the cable referenced and link shared relate to connecting NVMe's in the flex-bay converted with the 575-BBSH kit to the 9460 controller.
My NMVe's are installed in the Dell Ultra-Speed Drive Quad PCIe SSD x16 card which is plugged into PCIe slot 7. This slot has bifurcation and I'm seeing these four drives under the VROC controller in the BIOS.
The bit that's getting to me is how, or even if, I can get the 9460-16i to manage the 4 x NVMe's sitting in the Dell Ultra-Speed PCIe card. Should the 9460 be able to see the drives as they are showing up for the VMD VROC?

Based on what I've read, you will need that cable to link into the SAS controller. As for VROC I personally never had a need for it so my personal experience with it is about equal to yours. I know that the ultaspeed and the raid card can't talk to each other (if the OS was handling everything then it would work), but beyond that I can't say yes or no that VROC would solve this, it might, but I honestly don't know it in detail.
I would suggest going on the Greepcgamers discord and poise your question there. The discord has more users that may be able to better answer your request. Frank and I are about the only ones here responding to questions ATM.
