T3610 HDD Fan 1
What part number fan is used in that position? I found out 2 Noctuas AF-9's won't work when fan is turned on in bios

So that header was used if you bought a 2.5 drive bay kit that fit into the 5.25 bay. It would have had 1 or 2 very small fans in it.

From your original post it sounds like when you connect 2 fans to that header they won't work. Will it power a single fan?
What adapter are you using to go to the motherboard header?
The only point I was trying to make with my previous statement was Dell never intended that header to run very much.
Here is the drive kit that would have been used with that.

thanks that helps after further investigation it looks like that connector on the mobo does not support pwm
